My 1998 goldwing SE1500 tries to turn over but
You can remove 1 or more spark plugs, and pour about a table spoon of gas directly in the cylinders. Than put the plugs back in and try and start it. You may have to repeat this process 2-3 times, for the motor to stay running on its own. If it will not stay running then you have a fuel delivery problem, which could be clogged jets or a fuel pump.

First place to check is the fuse then the flasher relay as these don't last forever. Also check out your switch on the handlebars and make sure the contacts are all clean. It is unlikely to be the bulbs and holders as all 4 wouldn't fail at the same time. If you have noticed it was taking longer for the bulbs to react after activating the switch especially when cold, then that points to dirty contacts at the switch or relay.

There is a micro switch associated with the side lever. Replace it, don't bother to check it for it may check good and not be. I don't know why. It's also difficult to adjust properly. You will need a manual.
When I put the bike in reverse, it starts to move, then stops. it will not do any thing else until I put the bike in neutral
Your reverse is battery powered I would suggest the battery is shot.
You could try charging it and see it that helps but if the battery is nearing or over 2 years old I would get a new one. Remember to disconnect negative lead first to remove battery and connect positive lead first to refit. Also keep in mind do not use a car charger on a bike battery and never use a charger with more than 1 amp output. Bike batteries survive best on low current chargers. Final point never jump start your battery from another vehicle or other source. Good luck
1998 Honda goldwing front forks rebuild
A little bit of Trans fluid and the seals, flushing the forks and some elbow grease and a shop manual is strongly advised. This is not a simple job but doable. I made a special tool out of PVC pipe for this task also. You really need a shop manual.
