I have a cr250 1997 wont idle properly will idle
Was the bike sitting for a while? If so was there fuel left in the carburetor? It kind of sounds like your carb could use a good cleaning.
To do this basically unscrew the top cover from the carb and remove, the slide should come out with it. Next loosen the clamp that holds the carb in the rubber boot by the reed valves. Remove the carb. Next remove the bowl by loosening and removing the screws on the bottom of the carb, these should be Philips head screws. Gently remove the float pivot pin with a pair of needle nose pliers. Remove the needle valve, and seat. Using a spray carburetor cleaner and a paper clip, clean as much of the tarnish out of the carb as possible, including the jets. If you have access to compressed air, blow out the jets and bowl. Reassemble in the opposite manner of disassembly. Your bike should fire up, if not repost and we'll try to come up with a different solution.

I have recently bought a
bit hard to tell , but could be a fuel problem, like a blockage in the fuel pick up, pull the fuel tap out of the tank and clean it.
If its an electrical problem it could be in the stator coils
Cr250 starts then cuts out,
Possibilities:
1 - Bad coil - gets warm, quits.
2 - Fuel filter - gas can't flow fast enough to keep running, but will eventually refill the carb
3 - Partially stuck float in carb - see fuel filter
4 - Kinked fuel line
5 - Stuck choke
Those would be the most common suspects.

sounds like the carb is giving you an over rich mixture,take it off and overhaul it.
Jeting for 4500 foot elevation
The jetting needs to leaner (smaller) in higher elevations.Remove the jets from the carb thru the 17mm drain bolt in the bottom of the bowl using a 6mm socket for the main and a #1 flat screwdriver for the pilot jet and identify the sizes stamped on the jets. Get a selection of smaller jets1- 4 sizes down from what you have. Start with the pilot jet-that controls the idle. Once it idles smoothly with the idle air adjustment screw 1-3 turns out it's good. The main jet should be varified by checking the spark plug- a clean plug with proper jetting should be a nice tan color after 5 min. of running 1/2 to full throttle. If it's white, your'e too lean. If it's black, it's too rich. Remember, 2 strokes will run lean very well right up until they burn down so always check the plug.
This is my occuring problem
this does is not related to the idle adjustment. It sounds strange that there is no fuel filter, there should be. the screen is for only stopping any large debri from going to the carbs. follow the fuel line from the tank valve and I will bet you will find a fuel filter. i also would suggest draining the fuel bowls on the carbs and catch the fuel. check for any debri in this gas. You may try running some seafoam carb cleaner thru the carbs. After changing filter and bowl draining does not work you may have to remove the carbs to clean them and make sure all is operating correctly ( slides). be sure that your air filter is also clean.
Kick starts slipping it not
Is the lever sli[[omg on the shaft ? OR the shaft in the case is not holding?
The lever can feel tight yet be loose when kicking. Remove the lever and check the knurling on the shaft. If the clamp bolt is not kept tight, the lever will slip and destroy the shaft knurling as well as the lever and they won't grip each other. If you replace the lever, you will need a new shaft also.
