My 2000 VS14 wont turn the starter over
High miles, maybe brushes bad.
Battery fully charged? Get the meter out and see if 12VDC or better.
Solenoid faulty, check wires from battery to solenoid, then the 2 smaller trigger wires from solenoid to make sure they are connected and clean.
First I would use a wrench or tool and jump across the 2 studs off the solenoid and see if starter engages, if not test battery for proper voltage or loose battery cables, if yes then inspect the 2 trigger wires, unplug them and use meter set to Ohm, on the end going to switch connect leads, press your starter button, does meter go to 0? If not the wires or the starter switch bad, if yes, then likely solenoid bad if voltage was good and battery connections were tight and clean.
I have only seen 1 go bad on all the many bikes I have owned, but it happens..
