Yes, the starter solenoid purely uses a small amount of amps, to operate a solenoid switch to draw a lot more amps that the starter needs to turn the engine over. Without a solenoid, arcing in the start button, would burn the contacts out.
'Suzuki 250 two stroke', is a make, engine capacity, engine type, as opposed to being a model like TS250, so it all a bit of a guess. Normally you unscrew the ring at the top of the carb and lift out the cable, spring, slide and needle. The termination of the cable is a small soldered ball on it.
