What special tools are needed to replace the fork
Seal drivers are the big one, and they need to be sized specifically for your forks. Then the new oil has to be measured in either CC's or millimeters. Unless you have done these, or have worked with someone, I wouldn't recommend doing them, especially without the shop manual.

It is likely your jetting. If your plug is wet it's either way too rich or you are not running the engine hard enough to keep it cleaned out. The smaller 2-strokes don't like to be ridden calmly unless the jetting is spot on and even then they can load up. They were designed to be ridden hard.
This is a fairly easy thing to repair, but it's a bit complicated to learn.
I would suggest popping over to allthingsmoto (dot) com and poking around a little - tons of threads on the site about jetting and how to do it. You'll see me over there.
Water just goy into my muffler and my dirt bike
It would talke a lot of water to get into the pistons under normal circumstances. Pull the plugs and try to give it a kick. If there is water in there, it should come out when you kick it. Check the oil for water contamination. If you find any water, change your oil immediately. Oil should look like honey or it shuld be black. Anything else is contaminatied. If you find water, squirt oil into each spark plug hole and turn your engine over - get local advice from your motorcycle shop.

Can I get a “very helpful” rating on this answer?
I need to know the oil to gas ratio for my 82'
the correct ratio is 32:1. thats 4 ounces of oil for every gallon of gasoline. if your riding it hard or in very hot wweather, you can even go 28:1, or 5 ounces to a gallon. dont go any less, or you risk damaging your engine. and dont use more then 5 ounces per gallon, or you willl have poor performance. the manufacturers back then reccomended using very high amounts of oil, like a 20:1 ratio, but with our better technology and more advanced oils, that is not neccessary. just remember, either 4 or 5 ounces to a gallon, and both you and your bike will be happy.
