What is the stock carb settings
Turn both the throttle and air screws inward until they LIGHTLY seat. Now open each of them one and one half turns. This is the factory setting.
Suspension / seat height
buddy specs height is standard if you feel ok with the riding conditions as it is leave it i adjusted mine from stock no problems at all its your choice buddy it wont make a blind bit off difference
Motor wont idle
Sounds like dirt in the idle jet.I would get a carb rebuild kit and a can of carb cleaner and blast out every hole inside the carb.(Use safety glasses)Also make sure the float level is set perfectly to factory specs.Then if you have compressed air blow the carb out with that. Look inside the little idle jet and main jet holes and be sure nothing is blocking them. Install a good inline fuel filter before you start the bike.
Maybe even drain the tank to be sure most dirt is gone from tank.
RM85 w/ 105 kit bogs down with rapid throttle onset rate
hi buddy set the needle clip to its normal condition and also on the carb is the mixture screw you need to turn this all the way in and out 1 turns and try this you will always get a bog if you rev fully too quick i had this problem with my kx85 and it was just this hope this helped mate i will send the pic in a mo

Check the level of the fuel in the float chamber, it could be low.
You can also check the solenoid valve ....turn the ignition 'on' and you should hear a click sound at the s/valve, this proves the valve to be openning ones the ignition is turned 'on'.

Power issue
Remove and clean the carb. Before putting the slide back into the carb throat, move the clip on the jet needle down one notch. This should take care of the problems.

83 suziki GS450 idle issues
Sorry to hear you've been looking for an answer for so long, I just stumbled on the post. Sounds like a problem I once had on an '83 Honda Magna. This was the 1100cc version but I think the carb set up was the same. There are 2 parts that are suspect from the symptoms that you're describing. One is the rubber tube that connects the carbs to the block. These tend to dry rot and crack over the years hence letting in air and messing with your mixture as it enters the cylinder. The second thing to look at is the rubber diaphragm in the top of the carb. Should just be 4 screws that hold on the top plate and under is a gasket with the idle pin underneath. Again this tends to crack on these old bikes and cause problems. I suggest you buy these parts new though, used ones are likely to have the same problem.

1988 rm 250 has spark but want kick start
iF YOU HAVE AN OLD DETERGANT SPRAYER EMPTY OF COURSE, put some petrol in and srey into the carb, try it again, i thing they are on a vacuume. make sure plug is dry not flooded, it should not be if it is not pulling via vacuume. good luck.
