Cant remove rear seat on my 2004 Intruder 800
I take it you have removed the rear bolt holing the rear of the rear seat to the body of the bike. The rear seat is then pulled rearwards and out of the rear hold on strap
The rear passenger hold on strap is then unbolted from the body of the bike. This will let the front seat by pulled rearward and then upwards to remove it as well.

I've found two different hp ratings for the VS800: 50 hp at 7500 rpm (according to suzukicycles.org) and 60hp at 6500 rpm (according to bikez.com).

This may be a problem related to the battery. Try refilling the acid water in the battery. Check out if the electrical wiring is done properly. Both the above can be done perfectly by your mechanic.

If you are SURE the batt is good and holding a strong charge,,, and no dead cell(s) ??
Did you have the batt tested ?
FYI; Batteries only last an average of a few years..
IF that is not it - and IF the starter is binding a little to tightly - you can try a few starter shimms.. It will back the starter away from the flywheel slightly and not bind so hard against it..
Dont put too many shimms in at first.. Start off little by little & see if it corrects it..

Ah yes! The missing clue! You put more stuff in the gearbox. But what exactly did you put in it? Motorcycle engines do not do well using synthetic oil, or oils with "special" additives or "friction reducers". Drain whatever is in the gearbox and refill with 10w40 motor oil. Shell, Mobil,
Quaker State. Any major brand will do. It may require a one hour ride and a second oil change to rid the gearbox of the synthetic. Clutch plates that swell are usually toast. Plates that just slip usually recover after awhile. Install a new oil filter. Look it up in the manual. See below.

Put new handle bars on and then after hooking
Sounds like you have a blown fuse. Check the fuses. Chances are that when installing the new bars a hot wire got pinched or abraded and has grounded causing a blown fuse. If a new fuse blows right away, that would be the cause. Other things that would cause the lack of lights would be wires hooked up incorrectly, a wire not hooked up at all, a broken wire or a loose or dirty connection. If the new fuse blows you will need to find the problem. If the wires run inside the handlebars the entry and exit points for the wires are likely areas for abrasion and pinched wires.

I got to the battery
Unfortunatley the battery will not just fall out when the floor plate is unbolted. The battery is larger than the clearance. The bike needs to be elevated from the rear to access it. The best way is with a motorcycle jack.
Battery removel for a 2004 suzuki 800 intruder
I know for the models till 2002 where the battery is located in front of the rear wheel.
Place the bike on her side stand
remove the negative battery lead at the left side, just below the transmission tube ( cone ) 10mm socket wrench
On the right side remove the security cap on the positive lead ( cross screwdriver ), then remove the positive lead.
The battery is hold in place with a 'floor plate'. remove both bolts of the floorplate ( on each side ) while holding the palte into place.
gently lower the plate and the battery.
I hope the 2004 model has the same assembly!

Could be a bad relay and they are easy enough to rest. The problem with bikes is corrosion. Involved in starting, is the battery, the battery connections, the starter button, the relay, and the starter solenoid and its connections. Break all the connections, clean with a wire brush until shiny, smother them with Vaseline and do them back up. Vaseline stops oxidization and also transmits electricity.
