2002 Honda CR250 has a little hesitation like it cuts out when you gas it but just for a second then it opens up and rips I've messed with the jets but can't figure it out.

I have solved similar symptoms by either resitting the breather hose at the front of the quad making sure there are no kinks cuts. If it goes from a filter check the filter for cleaning. Try to drain some fuel from the carb by turning the screw on the opposite side of the carburetor to the screw for changing the idle. Thats where it is on my raptor 100cc. This solved the same problem twice for me. I don't know if there's an air bubble. alternatively you could try cleaning the carb just from the outside by taking the breather hose off. You will have exposed parts so look for buildup there. Hope this helps mate.. Good luck

Fuel varnish in the carburetors could cause the problem you describe, especially if your bike has high miles or if it has ever been sitting for a long period of time (more than one year). Moisture and other contaminants trapped in the carburetor float bowls may also be the culprit. Try loosening the drain screw on each float bowl and see what comes out. A proper carburetor overhaul is the only sure way to remedy clogged jets.
First, however, be sure that all of the normal tune up items have been performed (oil change, spark plugs, air filter, valve adjustment, etc.).
Using the Lucas "Tune Up In A Bottle" I doubt will provide any profound improvement - but probably won't hurt, either.

My 2002 Honda CR250 is hard to start. Sometimes it just won't kick over. Is this a common problem with 2002 2 stroke Honda's?

My 02 starts like a charm but I found that one or two kicks with throttle closed then one good kick as I crack the throttle seems to be the solution when it is cranky. If you continue to have problems I suspect the pilot jet is clogged. It has the smallest hole and if the bike sits it will gum up first. Open the carb and look for the jet up inside a hidden recess beside the main jet. You will need a narrow screwdriver. Make sure you get a good fit so you don't strip the soft brass jet. Clean with a wire and blast carb cleaner up into the place where the jet goes. While you have it open check the float and needle seat to make sure they are clean and move smooth.Good luck.
