If your stock air cleaner has not been replaced you should be able to install the pipes with no adjustments. Run the bike a few miles and check your spark plugs. They should be a nice tan color. If they are too dark, your bike is running rich, too light means its running lean. Either way the ecm download from harley should fix you up. At that point you should get the screamin eagle ac kit and down load.

the fuel pump for your 2000 fuel injected road king is located in the fuel tank. you will have to remove the speedometer housing, by first removing the seat, then remove the one small screw near the seat that holds the speedometer housing in place, also remove the small screw at the front of the speedometer housing and lift the housing off the tank and disconnect the wiring that goes to the back of the speedometer. there is a large oval shaped gold in appearance plate on top of the fuel tank. this plate is what the fuel pump is mounted to.

You need to track the buzzing, but these come in either carburetor or Electronic Sequential Port Fuel Injection (ESPFI) My guess is that yours is fuel injected and the buzzing is the fuel pump relay.

Turning over but not firing

What year and is it carb or fuel injection? Chances are you have a carb model as fuel injection rarely gives this problem. Check choke operation on the carb. Assumes all other areas o/k, that is battery, ignition, starter motor etc. as a slowly turning motor is harder to start when cold.

Wont start

There are three things to necessary for any engine to run, fuel, ignition, and compression. You say you have all three. Now, they've all got to be timed correctly. Since you can't time compression, you must make sure your fuel injection is timed correctly if it's fuel injected and your ignition timing is correct. If all this is correct, it should start.

As for the codes, I'm sorry I can't help much there as I know nothing about the computer controlled fuel systems.
