I washed the gas tank out, put some Sea Foam in tank with new gas,put in new spark plugs, new battery and got it fired up but runs rough. my feeling is that it has a fuel problem. Is it possible for me to remove and clean the carb???? or is it only a dealer option. Thanks
SOURCE: High Idle On Start-up.
Most fuel injected motorcycles do start up in a "fast idle" mode. Although I don't know much about fuel injection on Harleys (H-D will not tell you much about it unles you are one of their technicians), I don't think the system is equipped with an engine temp sensor. Since the crank case sensor get it's pulses from pockets cut into the outer edge of the left side flywheel half, the sensor will have oil on it.

Not saying this will be your solution, but certainly worth considering. We had some Onan generators that sat too long at out RV dealership and were basically told carb would need replacing, as they do not have rebuild kits. At $500 a shot we decided to dump some Lucas fuel treatment and fresh gas in it. We basically tripled recommended dosage on bottle, and when engine ran we had enough lucas in there that it smoked like crazy but ran. We would run a little more through it, shut it down, let it sit for a few hours, start again, run a little, shut it down. Then let all that cleaner sit in overnight, and filled it with fresh gas again, and started it up, and after an hour or so of running steady, quit smokin, and ran like a charm. $10 worth of Lucas vs $500 carb. Did same to 3 other generators with same problem, and 2 out of 3 were cured. As it says on their site, too much will not damage the engine, so we didn't worry about that. After they were running good again, we replaced spark plugs and they were good to go, and owners were thrilled. Maybe we got lucky, but for $10-$15, I'd try it.

It sounds like the jets in your carb are stopped up. It could be any one of several things but the problem is in the carb. Cleaning the outside of the carb makes no difference, you must remove and clean out the main jet and the slow speed jet. Also you need to check the operation of the accelerator pump. Even spraying carb cleaner inside the venturi of the carb does no good, the carb needs to be completely disassembled and cleaned. To be more specific, I'd need to know exactly which carb is on the bike, keihen butterfly, keihen CV, or aftermarket.
SOURCE: FUEL ISSUES WITH CARB..
the only thing i can suggest, is a sticky needle and seat, if fuel is coming out the over flow, then the float is not shutting off the fuel running into the carb, it has to go some where, so it comes out the overflow. Pressure in the tank wont have any affect at all with your problem. I would take apart the carby again, and check and clean the needle and seat.
Hope this helps
