To test fuel flow, have a 2nd person stand over air filter (air filter housing open) with a can of starting fluid in one hand. Don't give any throttle, then 2nd person gives 1-second squirt into air filter while you're turning starter motor (no throttle). When engine catches, immediately give one third to one half throttle. Just before it dies, 2nd person should give another short squirt of starting fluid to keep engine from dying. If throttle won't keep engine running and only starting fluid keeps it running, then yes, no fuel is going through fuel lines. Either its a fuel pump issue or maybe there's restriction because of clogged dirty fuel filter. If it starts but runs rough and has black exhaust smoke, then its clogged or dirty fuel injectors.
It may still have some water in the tank/system or the spark plug is no good.With a full tank of fuel,add 200ml of methilated spirits.It breaks up any moisture and lets it burn away.Also,with the motor out of gear,run the bike at higher revs and close the choke fully on and give full throttle at the same time.When the motor starts to die,flick the choke off.This can sometimes unclog a carby jet that may be slightly blocked because with the air choked,it gives a sudden **** off fuel.This may/maynot fix the bike but it the 1st thing to try before paying a dealer and it can't hurt anything.Hope this helps you
On the starting issue alone. It sounds very much like a loose ground connection at the battery or starter perhaps. Sounds crazy but, check you negative connection at the batttery and at the starter. replace the spark plug first then go from there, try starting fluid if flooded but also as soon as it fires during starting pull back the throttle off choke sometimes you don't want to give the unit full throttle when starting 3/4 throttle is good enough
check your spark plug if it burns ok. if it burns white its ok, also clean your carburator and the air cleaner after that start the engine again. if it does not change the problem is youre cdi unit.
