Regulator should not affect headlight fuse blowing. You could do a voltage drop test otherwise look for a short circuit in the headlight wiring. IS it shorting and blowing the fuse on both low and high beam? Look for chaffed, broken wireing insulation on wires in headlight assembly and wherever the wires might be crushed by steering stops or mighth be rubbed through from vibration etc.
the running and headlight are on different terminals of the main light switch,so either the switch has lost power ,=fuse,plug and socket loose or adrift, or in the switch the rotary plate which bridges the contacts as its rotated is broken or adrift, cant be sure but dosnt the ign switch energise the light, the wiring diagram would show if it is or not
The "high beam indicator" lamp gets it's power from the high beam wiring to your headlamp. Usually, it's wired in parallel with the high beam filament. The high beam filament is usually powered by the white wire going to the headlight. Evidently, this circuit has been bypassed by the modulator.
check for a break in the wiring on the left side of handlebar where wiring exits switch housing,sounds like wire(from headlight switch/signals) arcing to a ground(possibly handlebar)
