The lines have rusted apart where two different metals have been welded together.I have read that these two metals touching each other cause a chemical reaction that causes the lines to rust and brake down. It is a commom problem and a major safety issue that needs fixed.

SOURCE: '97 sebring w/ rusted brake lines need replacing
Look at spending around 200-400 dollars to replace all the lines, and possibly calipers or wheel cylinders if the bleeder screws are rusted out also.

Generally Manufacturer's will not fix things for free once the warranty has run out.

This is common if you have a worn or bad seal and have had a lot of wet weather. The second most common cause would be water accumulation in your Air Box for your A/C and heater cores. If you have been running your A/C you may have water build up from the A/C coil leaking into the cabin if the drain is blocked. This could also be caused by a leaking Heater Core, again if that drain is blocked or you have the smell of Anti-Freeze in the cabin area. Start by checking the drain for the Air Box. This is located in the Firewall and appears to be a piece of pipe that is pointed toward the ground and crimped on the end. Use a small wire to clear any blockages or compressed Air to ensure it is draining properly. If you have a lot of rain in your area check the seals on your doors and windows.

I understand where your going with incompatible & dissimilar metals & I agree with Dennis,as I know of no welded brake tubing on any vehicle. Conside yours is 15 years old you need not reference the manufacture or your govt to seek compensation. It is a vehicle that is exposed to outside environment & rusts. Just replace the rusted lines as we do,if your keeping it
