Because the inner cable has to turn and flex as it spins, they can occasionally break, this can be normal wear and tear. other reasons can be rust from washing, incorrect installation when changing tyres, or the outer has been kinked or damaged. Repace inner and outer as a set, apply some light lubrication.

The speedometer, trip odometer and odometer are all driven by the speed sensor at the front wheel (NO CABLES).
Try the simple (but time consuming) test indicated in the attached image.

Had the same problem with my GL 1100 I. A rock had kicked up and hit the speedometer cable mount at the fork and split the plastic screw mount. The cable terminus started to back out from the fork. Any way went to Honda spent $12.00 on a new speedometer cable and installed it in about 10 min.
