When I set the temperature at high, the burner will become very bright red and later turn to dim automatically, then it switch to red again. Is it normal?

When you set a cook top burner to high then it should stay on until the "thermal" limit shuts it off. then the burner will stop glowing. if you dont put a burner on the top, the burner sensor will shut of on the thermal safety.
it is normal but what you need to check is if you pans are flat on the bottom. a bow inwards or outwards will cause the thermal to shut the burner off. the pan needs to "draw" the heat out of the top and allow the burner to operate properly.
most of the time the pans a warped causing the burner to cycle on the limit and then not heat as well as it could with a "flat pan"

My GE glass cooktop has a red light that goes on when in use (not theburner indicator light but a general light as soon as you turn one of the knobs. For some reason, today it is dimly on--even though...

I assume you are talking about general pilot light which illuminates when you turn any of the four hotplates on. This light gets its power supply from the hotplate contollers. The controllers generally have a pilot light circuit which links all 4 controllers to the pilot light. I haven't seen this problem before. Either a small amount of power is escaping across the pilot light contacts inside the controller or the pilot light is getting a feedback from another source/fault in the cooktop. The only solution is to dismantle the cooktop and use a voltmeter or similar to trace the fault. Unless you understand how the problem occurs it's probably best to call a repairman.

Regulating the heat on Kenmore cooktop.

Bad control or infinite switch. replace the switch for that element and you will be good to go.

Burners overheat

The burner control is failing for each burner. That model takes part #316021500 for the 6" units and part #5303935086 for the 8" unit.
This must be an older range, as Frigidaire lists the 6" switch and no longer in production. You can replace a 6" control with an 8" but not the other way around...

Hope this helps. Please rate my answer if this is the case.

Only high setting works on burner

Sounds like the Switch or the element are bad, try trouble shooting them. It's a stove top??

Burner will not turn off

You'll need to replace the burner switch. This happens when the contacts become fused together.
