Remove the horn button, nut the pull the wheel off with a puller.Remove the lock plate retaining spring using a Lock plate press. Remove the directional switch screws (3).. Lift that switch out of the way to remove the ignition lock screww Pull out ign Lock Cylinder
Check all fuses and all electrical grounds both in the engine compartment and in the dash. A bad ground (loose, corroded, etc) will cause all types of problems. Hope this fixes your problem.
I've had chev vans from 1977-89 ( I love those chev vans) and everyone I've had always had the horn/or horns if dual on either side of the rad(right if single left and right if dual)while facing the van from the front with the hood open on the motor side of the radiator support.
Try pulling the center section off steering wheel.Think there is a round piece in there.Unscrew it being sure not to loose pieces,clean it up,and put back together.Works on a grounded circuit,may just needs somthing adjusted.
