Sounds like the bike is running a little rich, you need to add more air or less gas and lean out the fuel mixture which will cause your bike to have more pep in it's step and fix that backfire issue. Not good at all for an engine.
Possibly Washed The Rings Running With No Oil Mix. If Compression Is Less Than 80 P.S.I. It Will Not Run. The Mix Should Be 24 To 1.( 3.5 Ounces Of Oil To 1 Gal. Of Fuel). Hope Its Not Too Late .
not familiar with your bike but some bikes have electric controlled power band an some have mechanical.Electric ones usually do a quick self diagnostic on start up hope that helps
The only way to alter the band is to alter the expansion chamber to change the sonic pulse timing forming the port wall. The best way to do that is to try various chambers to see which design works best on your bike.
A good workaround solution would be to go up 2 teeth on the rear sprocket. This would allow the engine an easier and quicker run-up to the power band and more constancy within the power band. Yes, the top end speed will be less but you are quicker out of the hole and out of turns.

This is not a bogging down problem if the engine is reving up it sounds like you have a very badley slipping tourk converter or you have a band in your tranny slipping and that is why you can go for a little while longer if you shut it off
