Sounds like the stop pin has been moved check on the throttle there is a little stop screw see if it is coated in muck and the part that the throttle arm hits the pin. someone may have moved its setting before hand. and now the problem has been fixed with a new timing belt the timing is right and engine is running smooth. if engine is pinking the timing belt is still not set properly and this is the reason for high revving. timing is to advanced. and needs reseting.
