I would leave the choke on and raise the idle screw located in between the to carbs in till you notice the idle getting higher then once you here that I would lower the choke until you think it sounds normal. I would continue to do this until you have no more choke applied then I would check the response of the throttle
Dawn it is running lean if it will run on 1/3 choke when you choke it like that it actually restricts the air flow into the carburetor my suggestion would be to remove the carburetor and clean it real good and try that first before going anywhere else
I would check the intake boots around the carbs may be loose. I had the same problem
on my 2006 1100 vstar and this corrected the problem.
