most of the time there is a air leak in one of the two crank shaft seals.to get to them you need to pull off the flywheel and the clutch assy.look for wet areas. that will be where the seal is letting out the oil and air.If you keep putting starting fluid in the carburator you will burn the rings,the piston and the cylinder up

Crank seals are leaking, causes lean or low vacuum for the carb to work properly

Remove your exhaust manifold. Look into the cylinder with a flash light. You are looking for scratches. Anything larger then a light fingernail is definite proof you need a new cylinder/piston assy.
If it passes that test do the following:
Pour mixed fuel straight into your cylinder until 1/4 full. Slowly pull your saw over while looking into the cylinder. If you see bubbles after the ring/rings go by then you need a new cylinder/piston assy. On rare occasions if no scratches are present on the cylinder wall or piston, you may be able to change just the rings.

I would check(maybe you already have) to see if there is a small kink in the line you replaced. And I would adjust the carb - it could easily be that also. (Maybe you have done that already) I am assuming that the air filter is clean. You might try seeing temporarily how it runs without the air filter, cause that can affect the carb performance.
