I think that there is something wrong with the circuit boards or there is something wrong with the fuse. Refer to the chopper manufacture or the dealership.

Ive had my bike at a workshop for the last 4weeks getting a freshn up . ... If the fuse isblowing that quick you should be able to find it quickly , probably .... eliminated the dash and reduced the amount of things you need to look at. .... I just had the same problem. Bike quit, no lights or electric ('99 Capt. America chopper). New batt and regulator but still no headlights or running lights though the bike starts.
Check bulbs. If high beams work, then the fuse is likely fine. Do double check fuse box anyway though. If all checks out, then check the headlight switch stalk with a multimeter.
The fuse box is located under the seat of the bike near the fuel filter it should be the 10A fuse next to the Main fuse (the 30A). if the fuse is ok and the high beam works, it sounds like there is a issue with the low beam wire. If that is the case then the lamp plug should have 3 wires on the back, yellow for High beam, green for Low beam, and black for Ground. then start test the green wire to see if you have power, if not at the plug then check at the dimmer switch, if not there then the start switch.
Yeah, sure, you can chopper wire nearly any bike. We call it an eight wire wiring harness. I don't know of anyone that has a wiring diagram but all you do it run hot wires to everything you want to work. Run the hot wire to the ignition switch. Then from there you to to the headlight, the tail light, the brake light switch, the ignition coil, starter switch. Then from the switches to the device.
first check the kill switch located on right side handle bar and make sure it is in the run position. if that checks out then connect a wire from the + side of the battery to the headlight fuse then the bike should start, if it still wont crank use a screwdriver to cross the solinoid terminals and start your bike. this is a temporary fix called "hot wire" and should at least get you riding again.
