Remove the reservoir on your brake master cylinder. Using a clean lint free rag soak up the brake fluid and discard. There is a large feeder hole to the piston and an extremely tiny pressure release/fluid return hole. The small hole is plugged. A very fine piece of stiff wire pushed through the hole should unplug it. If you are willing to unbolt and drain the brake hose, a small blast from an air compressor will also clear the hole, If you try this be sure to cover the cycle and surrounding area with plastic. Brake fluid is corrosive. Refill the reservoir and bleed the system. unplugging the return hole in the master cylinder will stop the brakes from locking up while driving.

I have had my 2008 Nighthawk 250 up to 70mph with some left over. I just got it so I haven't really run it full throttle yet ( 75 miles on the OD ) I weight 300 lbs. I would guess 80 on a flat road. I felt comfy at 70 but this is my 5th bike. I bought this one for the gas mileage and 1 yr. warranty. I will try actual top speed on the Interstate in about 1000 miles. Hope this helps. If your cap is like any of the caps on the assortment of Honda's I have had over the years, it doesnt take a "key" per-ce, It just happens that your key will operate it ... just as will any thing that will fit into the slot. Press down on the cap and turn the key gently. The latch should retract and the cap pop right off. The key will stay in the cap until you put it back on.
If yours is a latch on the side (I doubt it), same is true ... insert the key, press down on the cap turn the key the cap will unlatch
Having said that ... I must also say to you ... that is my experience with Honda caps in my country. I don't know where you are and it is not necessary for you to say where.
