If the vehicle was idling proper before timing belt replacement, it is possible the valve timing is not correct due to belt not being installed/lined up properly. If belt was changed because it was broken, chances are there is valve damage internal to the engine causing this issue
Most carburetor problems now days are caused by using gasoline with alcohol in it. It is very caustic and causes the idle (smallest) jets in the carburetor to plug up so the engine will not idle properly. The only fix that I have been successful with was to take the carb apart and run a small wire through the jet to open it up and then used only gasoline without alcohol in it. There are typically a few stations in towns which still sell that type of gasoline.
Make sure your spark plug is not fouled and the gap is correct, also air filter is properly cleaned. If it still wont idle, locate the idle adjustment on the carb. There are 2 screw type adjustments there, one is the idle/air screw and the other is idle adjustment which is the one you want. Start the bike and warm.it up, slowly turn the idle adj. Inward like tightening a bolt, periodically give the engine a slight rev and let it idle.down. Do this until you reach the desired rpm you want to idle at and your finished
The most common causes for this is either a stuck idle air control or a vacuum leak. The idle air control is in the throttle body and adjusts the amount of air that the engine gets at idle.
oh yes the beutifull old granade as i call it just a little humor. but i am willing to bet that you need your carburator rebuilt. because after all the years of patroleum going threw it. will cause some of the seals and gaskets just to rott. and sometimes they will let air in through them wich will not allow it to function right but the next time it could have a tiny little bit of dirt that seals that tiny crack and you will idle just fine.
