Hi ...... I dont have experience of this particular model but something is def'ly wrong with the set-up as you have it.Take it apart and apply the brake with the disc in the caliper (support wheel on blocks/bricks whatever) and the put spindle through the wheel. This will show you the wheel 'centred' and give an indication which spacers you have go where. Only other thing you might have done is placed the speedo drive into the wheel without engaging correctly. Disconect at the clock/speedo and whilst spinning the wheel look to see if the cable is turning OK.

I'm a little confused because your heading says front disk and the body of your note says you changed shoes. If it is noise coming from a drum/shoe setup, it could be that the shoes are not 100% seated into the drum yet. There are variations in the shoes and drums that would require the either require the shoes to be contour ground or just 'broken in' to properly match the drum's contour. If you are talking about the fromt disk brake making nois, the noise is probably just a harmonic vibration (squeaking, squealing) and will cause no harm or loss in braking performance. If the sound is bothersome to you, there are various 'anti squeak' coatings available at auto parts stores that are designed to dampen the vibration and eliminate the noise.

Make sure it isn't a cable acutated disk brake. If it is, it is possible to adjust some slack into it. If the brake is indeed hydraulic, you wont be able to adjust it. A lack of brake fluid wouldn't cause the brake to drag. You could check for return springs and make sure the pads are seated into the caliper correctly. You could even disassemble the brake and use brake grease on the sliding parts. If the drag is very slight, I wouldn't worry about it; the drag will disappear within the first few miles especially if you use the brakes.
