When I accelerate normal the bike runs fine. At highway cruising speed it runs fine. When I try to run around town at low RPMs I get alot of backfireing. Seems to be at 2000-3000 RPM in all gears.

So you tap the brakes and disengage the cruise control to avoid conversation ...holding to a legal speed on both the uphill and downhill sections of the interstate. ...Actually, it will normally drop out if the engine has to work too hard, mainly ... But, it may well propel your new economy car to blatantly illegal velocities unless ...
This is the "overdrive" on or off indicator light. When it says "OD off", means that overdrive is off and transmission is in 3rd gear. When it's "on" then transmission will shift into 4th gear or "Overdrive". The engine will turn slower using less fuel for better economy.
What is your speed at 3k rpm? What rpm would you estimate was previously 'normal' for highway cruising? If your Lexus is auto trans, it could be two things, it's either not shifting into the highest gear, or it's possibly slipping in gear (although I would think that would cause the rpms to fluctuate, not stay at a steady 3k). If it's a stick shift, again, it could be clutch slippage, but my choice from your description would be not shifting into the highest gear. Bring it up to highway speed slowly, counting how many shifts it makes, I.m guessing it's a 5 speed auto, but I'm not sure about that.
Sounds like you've got a carb with a clogged jet. My guess is that the surging was a moment where the carb was actually operating well enough for the bike to run properly on that cylinder. Could also be a spark problem but you should be able to determine if this is the case rather quickly. I'd probably go ahead and replace the plugs if you haven't already...that could help...but my guess is still going to be carbs.
Thanks Squim!! I had the carbs serviced but forgot the timing belts.
