Sounds to me like your not getting enough fuel change fuel filter and tak gas out of tank and clean it out a few times as the screen in the tank may be clogged also if you have an electronic fuel pump make sure it is working properly
The timing is not adjustable. I would start with a clean air filter, clean carb, good spark plug, check and make sure that your cam timing matches your flywheel.
You need to change the oil. Gasoline in the oil causes it be to be thinner than it should be and this can cause metal parts to wear faster than normal. Fix the issue with the fuel leaking in first though.
it does sound like a carb issue it may need to be rebuilt also check your fuel line and if you have a fuel filter check the filter clean the gov. assembly with carb cleaner
Sounds like the carb could use a cleaning and setting by a professional...install a new plug and a new air filter.. AFTER the professional carb cleaning and setting.,,do this and repost
