You have a "Dual Element" bulb.
One element is for the tail light, the other for the brake light, all in one bulb.

Usually, one element will burn out before the other.

So, check that both elements are good in the bulb.
If not, replace the bub.

If that's not the problem, check the fuse for the tail light.

2004 Trailblazer lower taillights not working upper work fine.

Tony, our TB's only have 3 bulbs, 1 brake, 1 running, 1 backup.
If you happened to be playing with NEW LED bulbs (from local retail location) for the brakes, guaranteed you blew the fuse under the rear seat. It takes a special CK socket for the brakes that no one carry's. If you're only dealing with normal incondecent bulbs, I'd still check the fuse under the rear passenger seat.

Headlights work but not taillights what is the cause and how do i fix it?

First you need to determine if all lights in the back are out or just brakes lights or tail lights. Check fuses, taillights will have their own fuses. Could be a bad dash switch, which would be evident if brake lights work but not taillights.

Taillight works when headlights are on, but does not shine brighter when braking or signaling

Change the bulb. When you press the pedal the brake switch changes the circuit to the 21w brighter circuit for the brake light.

check the earth hasn't corroded of the tail light maybe take a new wire to earth ,that is the frame

Brake lights don't work but taillights do

This can be one of several things. First thing I would check is to make sure you don't have a blown fuse for the brake lights. They may not be on the same fuse as the taillights. If no blow fuse then check the switch that touches the metal bar on your brake pedal. This switch closes when you apply the brake. Use an volt meter to make sure the switch is shorted when you apply the brake. If both of these things are ok then you will probably have to take it to a dealer.

Taillights and signals work but no brake lights?

Check the brake light switch. It should be energized when the switch is depressed. (constant power in and power out only when pedal is pressed) Taillights and signals power through the steering column and light switch. BUT first check the fuses. I seem to remember there being a fuse for the truck brake lights and another for the trailer brake lights. Use a tester and check trailer wiring brake lights. If they work, look for the truck brake light fuse.
