It's unlikely to be a fuse but they should be located under the seat or beside the battery. Personally I'd start with the bulbs. if they're okay then check for power going to the handlebar switch as the connections often get bunged up. Fiddle around with the loom for a bad connection, then maybe the flasher relay (small silver coloured box with spade connections beside the battery). If it's none of the above then possibly a broken wire along the loom, check continuity with a multimeter.

make sure your fuses are ok and youve got power if ok check the blinker sender unit its usually round and silver with 2 or 3 wire going to it. usually under the dash but could be in the engine bay
There is only a few things that can cause blinkers to blink continually, meaning if your saying they wont shut off, Normally it is the blinker flasher or a fuse. Sometimes it can be in the blinker switch itself. I first would check the flasher, and turn signl fuse. If the blinker stays on and does not flash, still can be bad flasher or fuse or a ground problem, You would then have to check the wires around area where there contact to the tail light blinkers and front blinkers. But first start as said earlier with checking flasher fuse, switch and fuse. Mike
Start with the easy stuff. Since you've already ruled out fuses, both issues sound like bad relays. The blinker relay is usually in the fuse panel and cheap to replace.
The wiper relay if I'm not mistaken is in the switch assembly on the steering column. This is a little more expensive because you have to replace the whole switch assembly.
