excess fuel is not jets but the float needle and seat has material that is not allowing the needle to seal on the seat
check pump pressure as the pressure regulator may not be working causing excessive pressure that the float cannot control
adjust need and seat or make sure needld a seat or seated right soundes like not should be no need to adjust needel sounds like put in wrong flip it over metal side go on needle
The float in the carburator is not working the needle & seat. Probably stuck from gumming & trash..Try tapping on the carb with a small object ...If this works put some carb cleaner in the fuel & run it for a while... This problem is caused by letting old gas stay in the tank & carb. If that doesn't work take the carb apart & clean the needel & seat area.. Good luck
sounds like you are on the right track, I would replace the needle and seat and also check the roll over solenoid that is on bottum of float bowl, some times they go bad and do that. and they have also had issues with needle and seat not sealing,. some people have put shut off valves on their line and turn it off when not using hope this helps you, don't forget the thumbs up!
Your float adjustment in the carb needs to be reset, or there is trash under in inlet valve in the carb.
If the float is set wrong or trash in the inlet valve then that will cause the problem of flooding,
Sounds like you will need to clean your carburetor.
Sometimes you can get by with priming it a few times, and letting it run a few times like that and it will flush the gunk out of the jets, but most of the time you will need to rebuild the carburetor. If the mower is over a couple years old, then I also recommend that you buy and install a new carburetor repair kit, because the diaphragm will get hard and that will cause it to be hard to crank. When you clean your carburetor and remove the jet screws, count the number of turns it takes to seat the jets from their original position. Sounds like there is some debris in the inlet jet of your carb.
You will need to clean and rebuild your carb to solve this problem.
Suggestion: When cleaning your carb, replace the diaphrams as they will harden with age and cause hard starting also.
Another tip...before you remove your jets on your carb, count the number of turns it takes to seat them, that way when you replace them you will seat them and then back them back out to the correct number of turns they were originally set at.

as i remember yhe choke is not adjustable
this is asimple carb and may just benefit a simple strip and clean.The carb flooding may just be down to the float jet not seating properly due to dirt on the seat
