Carbs running rich.. choke still on (jammed)
The carbs likely need a rebuild or a good cleaning.. try running SEAFOAM through the fuel system for a few tanks

There are lots of ideas here, but due to the fact you can smell gas, clean the Throttle Body with spray cleaner. It isn't shutting properly. Clean the MAF (Mass Air Fuel) sensor as well.
Take the air cleaner off and open the throttle (have someone hold the gas pedal to the floor) and look down into the intake manifold, if you see gasoline, the Fuel Pressure Regulator may be leaking sometimes there are plastic fuel lines inside that can leak also. When either of these leak, the engine should run REAL BAD/RICH. Black smoke coming from tail pipe.
I would check the exhaust pipe a little closewr. White smoke can also mean a blown head gasket. Check the tail pipe to see if moisture is present. Also check coolant level. A blown head gasket can also cause related problems.
hi as for the fuel tank problem ? this is a vacumm problem created by the fuel pump workinh hard to draw fuel thus creating a vacuum inside tank suggest you ckeck the ventilation pipe from tank (under n/s/r wing along side filler pipe to see it is not kinked or blocked preventing tank to breath as pump draws fuel ?? as for excess fuel consumption? have you checked the air filter? remove it and check underneath ! this will give smoke you mention and you will have to press throttle more to overcome restriction air flow so more gas is more fuel used and little air to engine ? if you say engine stalls this is probably a result of tank vacuum and more fuel than air ?? hope this helps you sort it?
well first the white smoke indicateds water in fuel system. if you have a strong fuel smell that would indicated that your getting way too much fuel. there are several reasons for this. it could be that the fuel pressure regulater is malfunctiong. the throttle position sensor is bad. it could also be a timing issue.
