it the bike has been sitting for a long period of time. the carb. can gum up. pull the carb. off. clean it up really good. insuring you get all the small ports clean. then try it again.
every dirt bike i've had requires a oil wetted air filter. dont forget about that.
SOURCE: won't idle steadily
Check the rubber boot that joins the carby to the engine to often have seen the hose clamps over tightened therefore creating a split in the rubber letting to much air in giving the rough idle eventually you wont be able to start it at all (have a good thorough look inside an outside of boot doesnt take much)

have you checked for vaccuum leaks at the intake manifold? you can check by pouring water over the gasket area when/ if you get it running!

The pilot jet controls the air/gas fuel mix at idle . If the jet gets plugged up not enough gas gets to the emgine at idle. You will need to remove the carbs and float bowls and clean them, paying special attention to the pilot valve. Count the number of turns to remove the pilot screw and replace the same number of turns then turn counter clockwise 1/2 turn.

You will have to clean the carburator, blow the jets with compressed air,check the float level too and reset.
