Are you FI or carbed? Did you pull the choke when starting? Is it turning slower than usual?
With the 1996 - 2000 Kaw 1500's / 1600's they have a bad charging system, gremlin running around in them, usually when it rears it's head most people almost give up on the bike, so you have to determine whether it's fuel related or electrical? Make sure your battery is fully charged and stays that way. Try checking out www.vulcanforums.com very smart people there.

hi change the glow plugs and no its not normall there should be no air in the system it is either sucking air or it has not been bled properly last time system was worked on usually when changing the fiter check the whole system for signs of leaks if non found bled the system until you get rid of them yates210456

Sounds like a sensor is breaking down under heat of engine.
Try the Crank sensor (under the alternator at front of engine with a 2 pin multiplug attached. Or the Cam sensor (more likely) placed behind the oil filler neck and looks the same as the crank sensor. Breakers should sell you these for approx £20 each.

Cold start valve or cold start injector. On new fuel injeccted cars they act like chokes did on carborated vehicles.

clogged injectors you need to put cleaner in the fuel to help get dirt and grit out of them some times (every 3 months).
I am assuming you are saying it will turn over but not fire and run when cold?

Compression release not fully closing? You have spark and you have air. Fuel is the unknown. Drain the carb float bowl. Now remove the water trap ( if the bike has one ),at the base of the fuel valve. Clean it out and try to start the bike after fresh gas fills the float bowl. You may want to give the air cleaner a shot of starting fluid.
