Does the cooling fan come on when you turn on the A/C ! How hot is it where your at an what is the relative humidity ? How do you know refrigerant level is good ?
i hate to be the bearer of bad news but it sounds like a head gasket failure.usually occurs in cyl 2 ond or 3 in these engines (1.8L).car sits and engine cools coolant leaks into cylinder and when started runs with amiss until coolant burns out of cylinder and conversely air gets in cooling system, system gets low and you have poor heat esp at idle.have your mechanic confirm but these engines are becoming notorious for this.
Sounds like you could be low on coolant, even more so because the air starts to cool down, check coolant level with engine cold, never open a radiator when hot.
either the freon charge is about 1/3 low, or the expansion valve needs to be replaced. Freon is getting into the evaporator, but not in great enough volume to cool the air unless it is coming in cool to start with. check your ac charge, and if it is full, then have it emptied, change out the expansion valve, and recharge it
this sounds like a computer issue or rotor issue- it could be the pick up in distributer electronic pick up in distributer- gets hot then signal won,t travel- cools down then o.k
