Before I change it, I'd get a multimeter and test it.

Sounds like the ignition switch to me. Unless you are really skilled, I wouldn't try that one. Take it to a good mechanic.

Fuse box. Check for a bad brake light sensor fuse, then check ignition fuses next.

GM has a known problem with their Ignition Switches, Ignition Cylinders.... That is where I would start. The Hard Turning tells me that it was an internal failure

check all your fuses and replace any blown ones, especially the high value ones

sounds like the ignition lock cylinder has gone bad call a locksmith.

check the coil pack or the ign switch below the ignition cyclinder.. since the ignition is in the console dirt (coffee) grim gets the connector fouled up sometimes.. check those first..
if those are fine check the starter .
