30 amps seems like a lot for power windows. How did you determine this was the right fuse? Typically, I would expect a 10 amp fuse, and I would expect it to be in the interior fuse panel.
Try removing the Neg battery terminal for about 30sec. This will effectively (re-set) the main computer to default factory specs. It worked on my 2004!! Also might have an ODB2 code reader run by you local auto parts dealer. They can get the codes too.

look up the price of the car on kelly blue book, i would not get the car if you are planing on driving long distances with it anything could go wrong with the drivetrain with that kind of milage
