The month and year of manufacture stamped on the SA hub is the easiest indication of age. Bike will be within one year of the hub. Raleigh-built bikes do not have unique serial numbers - the all-numeric ones restarted a few times.

You can look under the saddles or even any plastic part for a year scale engraving. The engraving should be a circular scale of years and an arrow pointing to the year of manufacturing of the particular part. The bike could be slightly younger than the part fitted to it.
