Since it's ticking along - no need for a spark test. This could be a few different things - if you've not cleaned the carburetor in awhile, you could have a clogged jet. It will idle fine all day long - if you try to get on the gas it spits and sputters. Not enough fuel, timing off, intermittent spark will throw out like symptoms. If you have a multi-meter I can find specs and walk you through making sure the spark is right from idle to throttle & check timing. - First, you would want to make sure that A. a steady supply of fuel is available from the tank - partially clogged filters and in-tank filters can make them starve for fuel, that your air filter is in good shape - and before you can go much further - if you haven't done it in awhile/the carb has to be cleaned and re-installed.

- Proper fuel supply is available
- Carb is cleaned/jets are clear
- ignition tests, timing
- I have to check the book - but that should definitely have a center-stand switch that stalls it out if lowered - but I have a Wolverine 350 Yamaha 1996 - and the parking brake initiates a safety mechanism - the bike will misfire if you go above a certain RPM with the parking brake on. If you can make sure your brakes are off just to rule that out as well - I'll keep an eye out for any messages -

How do you de-restrict a 125 skyliner 125cc,

It is similar to the Yamaha and Aprillia 125S.
If it has not got one fitted already, at the upper most front point of the cylinder head, there needs to be a valve fitted. This valve keeps a constant pressure on the exhaust gasses leaving the engine, two stroke engines require "back pressure" to enable the reed valves and the whole sytem to run as smooth as possible. The valve is controlled by the CPU or Engine Management Unit of your bike, which also has a built in restrictor between 2500 and 5500 revs. Depending upon the CPU used there may be a way of removing the European Restriction at those revs.
Cgheck online for that reference. Try joining a blog on your bike, there are a few about.

A service manual is a valuable tool with an aging bike. I suggest the dealer/mfr. or Clymer books. In the meantime, go to the library reference section...646 stacks should have what you need.

My fzr genises misfires at 4000 to 5000 then wont rev past

Have you checked if the EXUP valve is working? It should cycle when you turn the ignition on.
If it's stuck in the closed position it will be choking the engine in the way you describe
