My son's 1997 Baleno GXL 16B idle is ok when cold but when hot idles at 2000 then backs to 1500 to 1000 and back to 1500 then 1000 ??

no year told, nor when it last run perfect not told
same answer for 100 years on any otto cycle gas engine made car or motorcycle or scooter.
same., and drives fast too, full power work but idle fails.

well , idle is too rich, as are all carbs this old and never serviced.
when it stalls i bet spark tip is wet with fuel or carbon fouled.

ive cleaned like 1000s of carbs in 50+ years. endless. me.
it's only a 150cc engine, and tiny carb. my CB750s old and new.
both had 4 carbs and are tricky and must be synchronized
but your's is a pussyycatt. 1 carb small
causes all.
the float needle is bad causing too high float level.
the jets are bad or wrong or dirty. there may be 2 jets one is idle and bad. but most time not 2, just 1 jet and 1 needle.
the needle can be bad , most are this old and bottom of needle is idle section OF NEEDLE and all worn out and now super rich at idLE SPEED
the air paths inside the body of carb must not be clogged
all tiny air paths. checked and cleaned fully.
that is all I can think off off hand.
my guess is bike is super old.
is bike real honda or this trashy china clones of 80 honda.
no year told nor photo of it so we can ahhhh that BIKE,

NOT TOLD , FAILS IDLE HOT AND COLD ENGINE BOTH.
Using throttle grip hold RPM up a tad to get it hot first and see if idle reall fails hot.

we start with mild choke cold and back it off bit by bit until warm.
the chock has a fast idle features that must not be broken.
back it off slowly for 5 mins. then idle works
some have idle mixture screw on the side or is fast cold idle screw.
the cables are not for idle. ever and are set loose side
a stop screw idle and maybe mixtures idle. tool
depends on year not told if honda mikuni made.

The Idle air control valve ( IAC ) Gets dirty over time and needs cleaned from years of use. Remove and clean carbon from it, Also clean throttle body with throttle body cleaner. At most auto parts stores Advanced, Auto zone, ETC.

It can be issue with IAC( idle air control valve) causing the problem.

There are many other possibilities causing these idle issues. Engine idles rough.

A throttle positioning sensor or idle sensor can cause these problems, low fuel pressure can cause these problems also low fuel pressure can be caused by a faulty fuel pressure regulator.

I would start by checking the air filter and the fuel filter. They may be clogged. You also might have a vacuum leak in the air system. I would try to check the fuel pressure on the car. Being that it is dieing in traffic, it may be fuel related. If you have a check engine light on, get it scanned at Autozone. It may show your problem. If not, check for these. You are going to need to do some testing to find this...first thing I'd look at is to check for any intake or vacuum line leaks, then check map sensor and tps. I can only offer a good guess, as I too would need to do testing before offering anything better. You can get test info in most inexpensive manuals.

There are 2 common problems on this concern. 1st maybe a dirty MAF sensor. Remove the MAF sensor and clean it with a good electrical cleaner and air dry or light shop air,then reinstall and do a couple of wide open throttle burst to reset it.
2nd problem and we see alot of this is the orings between the upper and lower intake manifold leaks.You would have to remove the upper intake manifold and replace them.

Its could be a few things. Most likely cause is you IAC (Idle air control valve) If this valve gets clogged up with carbon it will cause a idle surge on cold starts like you are describing.

Next your FITV (fast idle thermal valve). When the hot wax inside of this valve starts to wear it will cause a idle surge on cold starts.
