I just bought vespa 50cc 4 stroke,4000 km, used one !i hear whistle on acceleration please help

Possible air leak, check your vacuum lines. There should be one coming off the carb and gas tank. You may want to check your wheel hub bearings and rear brake shoes. Now that you provided a little more details about your problem, i would forget about the vacuum lines, and look at those wheel bearings.

    I've noticed recently that whenever I get going about 30+ bmph and then decelerate, I hear a rather high pitched whistling / whining noise that I can't pin down. It happens as soon as I let off the throttle and stops after I get down to 20 or so.

Spark plug change 2006 50cc vespa

- the easiest way is to unmount the rear shock absorber (1 screw at the bottom) and rise the Vespa to reach the spark plug....
this is far better than to reach it from above....

I have just bought a 1978 Vespa 125 px I can't get leaded petrol what can I use ?

All Vespa's old or new run without need of lead as your engine internals are lubricated by either the gear oil or 2 stroke oil.

I used 2 stroke engine oil for outboard engines in my Vespa will this cause my engine to cease?

No, you will have no problems at all. In fact if you ride in very wet conditions your oil will perform better than normal 2 stroke oil. But seriously though, unless you are getting the marine oil at a very good price, you could just as well use a regular good quality 2 stroke oil, it is a few cents cheaper on the normal market.     Whistling noise when accelerating

    you most likely have an aftermarket radio installed
    the noise you hear is engine noise, if yo turn your radio off it will go away
    this can be fixed by either getting better wiring for your aftermarket radio or by installing a noise filter, you can purchase that at most big electronic stores
