If you already have your transmission removed enough to see that your flywheel is burned and needs resurfaced, you have come along way. To remove the flywheel, you just need to remove the series of bolts that are arranged in a circle, nearer to the center of the flywheel. You need to hold the flywheel still to break them free, and most auto parts stores will sell or loan you a tool to do this.

I take the rewind cover off and use a large strap wrench like for plumbing to hold it in place, I've also wrapped the flywheel with webbed strap and clamped it in a vice. Don't hit the end of the crank with a hammer to get the flywheel off, purchase a flywheel puller, they are cheap and will avoid damaging the crank.

Andy, Hi, well I would start at the Starter myself, usually the thing called the "Bendix" spring jams up and stops it dead. Pull of the Starter, and power it up, off the unit. This will show you if it snaps in and out.
Sometimes a few judicious whacks with a soft hammer will sometimes free up the spring, if thats is indeed what's wrong. Anyway try that first. before any disassembly.
Make sure the Motor CAN actually be turned, by turning the flywheel, this should show you if the Motor is "Free" enough to move.
Also check ALL electrical connection to the starter. Use a meter and see if you are actually getting a voltage to the starter too. make sure your starter battery is good too.

Brace the mower blade against the housing of the mower with a block of wood, so that the blade cannot turn.
Using a Strapwrench, a chainwrench, or a pipewrench, secure the lowet part of the starter clutch assembly in the wernch and turn it counter clockwise, looking down at the top of the engine.
