What can I test with a Micronta 22-171A digital multimeter

Unless you have a clamp-on ammeter, you can't use a multi-meter to test AC current. You can test volts or ohms, however. If you want to see if your heating element is still good, turn off the power, disconnect the wires going to the heating element then measure the internal resistance of the element. If it's "infinity" then it's open and burned out. For a 10kW heating element at 240V it should be about 6ohms.

Is this an old Multimeter? I would try a Google search and search the Radio Shack website for a manual.

Could be an internal memory battery that would be separate from the normal power batteries.
