2017 we have no such scooter in USA< Burgman 200 , 400, 650 yes the Burgman is named Skywave in only Japan So go to the Japan Suzuki dealer and ask for the manual.. bingo
I put in your scooter on google and added how to rebuild came across a manuel see if that helps .There are some sites you can ask on as well that have worked on the same bike .
Hard to diagnose w/o knowing the history. If motor has been sitting for a while, carburetor usually needs a cleaning to give motor enough gas. Also, check gas & air filter.

the problem i think your having is a clogged fuel filter or the fuel pump is not pushing enough pressure to the fuel rail
