Model is Kymco midi xl, may 2010 the ecu is no longer made
If it slows down then speeds up, then it's most likely the heat sinks. Probably some of them burned out, you need to r place them, I had this problem before went to a repair shop, they fixed it they said it was easy but now after 2 years am facing the same problem again. Unfortunately I didn't how exactly they opened the placer for heat sinks and iam having trouble finding how to do it now that iam on vacation...

This will be due to the batteries being left uncharged for a long period of time. Should ideally be charged once a fortnight for at least 12 hours if the scooter is not used for any period of time. Unfortunately, the only real solution is new batteries.

could be one of a few things. Most likely fuel related. 1) carb blocked main jet (whip it out n clean it) 2) air filter clogged up or split (remove spark plug and if it is black there is too much fuel and either the airfilter is blocked up or the choke is stuck on, if it is very white there is too much air getting infrom either a split air filter or leaking inlet pipe) 3) change spark plug.

That sounds like your controller is overheating. The low speed does not create as much heat. The waiting for an hour allows it to cool off. The actual problem will either be the power transistors in the controller or the cooling components are dirty/plugged and not able to cool under normal load.
The transistors as not expensive and should be replace in pairs. Cost is about $4 each. What happens is one will have a problem and cause the others to take more load and they over heat then they develop a problem and so on until you can;t move at all. If you can repair it or find someone who can then do it now before they catastrophically fail and destroy boards etc. Have replaced lots of controllers in rental golf carts. Usually the battery goes low and people just weld the pedal to the floor between the holes up and down hill. That pulls more amps and more heat and then POOF. Usual result is a big burned hole where the controller used to be. It will melt or burn up so instead of replacing cheap parts like transistors you need a new controller.
It is possible that the cooling vents and cooling heat sinks are dirty or partial plugged. This can cause a failure down the road as well but this is quite easy to fix. Just blow out the case and make sure the heat sinks are clean.
These type of problems are common to any electric motor controller and especially electric vehicles. If you can fix this now before it really fails then it is really just annoying instead of getting expensive. I don't think you will find any schematics. Those are pretty propprietary and you just don't see them outside of the factory. You can get help from a good electronics repair shop, some place that services mobility scooters or forklifts or other places that deal with controllers. If you can't find anyone then you can contact either the place of purchase or even Kymco and see what they can do or who to talk to about getting it fixed.
After all of this depending on the model these controllers can be cheaper to replace than fix if you are paying for the work. That is the opposite of the majority of modern electronic "junk". I've seen some of these controllers available for about $75. Thats about an hours shop rate for repairs. If your is inexpensive you get a new controller that you can trust and if you can do the install (connectors and a few mount screws) you can save a bit of cash.
