150cc scooter runs but doesnt top out only about30 on level, 20 uphill, 40 down. it would run 55 approx 1600 mi has been put on since new 7wks ago . idles fine revs ok does not seem to wind out properly when on stand but only upper rpm. How can I tell if it is drive belt or ingtior box,or valves?

"How do I get the air out of my hydraulic system"?
Remove the reservoir plug on the motor pump. Leave the plug out and do not put back until you have finished.
Fill the reservoir 3/4 full with fluid (to the bottom of filler plug hole). Put a rag under the hole to catch overflow that will occur as system fills.
Run the pump for 15-20 seconds. Stop. Check your fluid level and refill to bottom of filler hole. Continue running the motor in the same direction for an additional 15-20 seconds. When the top gets to the end of cycle, check your fluid level, fill to bottom of filler hole, and run the motor in the opposite direction.
You are literally running the top all the way up and down sereral times. Checking the fluid level as you go and fill as required, leaving reservoir 25% empty.
When you are no longer able to add fluid, put the top in the down position. Check the fluid level one last time, should be to bottom of filler hole. Put the plug into reservoir.

I would recommend any type of synthetic oil should be fine to run in scooter. 20w40 should be just fine... Mobil 1 i would recommend....Good luck and happy scooting....Sincerely HDTV GURU JAY
My 150 carb has the same overflow and is stop by a needle vale screw is it there or missing replace the screw and it should run or plug the hose so it can not run out of the carb.
I found that if I run 87 octane gasoline the engine accelerates up to full speed without the skipping and bogging down at any point it is running. It is worth trying. also try putting some "Sta-bil" fuel stabilizer in the gasoline - it has the ability to keep the carbureator cleaner. Not just during the time you are storing it, but rather all the time.
when it does this ,see if black smoke coming from tailpipe...could be your oxy sensor not reading fuel ratio ...age seems about right for bad sensor...also if you change this ,take car for a good driveapp.20 mi. to let new sensor get a good reading on fuel /air mix coming from engine exhaust
