Kill switch in off position? Done this one a time or two. Bad throttle safety switch in throttle block? Seems by your description, your not getting spark.
It is wasn't spitting and sputtering while trying to start, I would suspect a fuel problem.

after a year sitting idle chances are that the gas inside the carb has degraded and the carb will need cleaning also when you filled the tank did you remove any old fuel? if not the its contaminated with the old gas
give it a full service new feul clean carb clean air filter then it should start

Then you will need to check the switch or stop mechanism. If no problem there, then you will need to replace the ignition module.

have spark (bright blue) then it is a fuel problem. A yellow spark is and indicator

Fuel pressure at idle is normally 30-35psi. Start by taking the gas cap off, and putting it back on. That will De-pressurize the fuel system. Also, make sure you have gas in the car. I have seen gauges on these cars read wrong. I hope this helps.
if you have no spark and the kill switch wires are not shorted out then the coil is bad
