What resolution is the AOC monitor capable of using?
What is default resolution of the device you are connecting?
If the default is 1080P and the monitor is not 1080P capable then that would be your problem. You could attach to another monitor or HDTV and possibly turn down the resolution then try again.

f your computer's CD or DVD drive appears to be missing or corrupted and you've received a "Code 19" error message that says "Your registry might be corrupted," you can fix it by following some steps to modify the Windows registry. Note that while this process isn't particularly complicated, it does require that you are familiar with computers and know how to modify the Windows registry. If you aren't comfortable doing this, you should seek the help of a qualified computer professional to assist.
Instructions
1. Click the "Start" button, click the "Run" option and then type "regedit" and click the "OK" button.
2 Use the navigation pane on the left side of the window to navigate to the following registry subkey: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10
3 Select the "UpperFilters" key in the right side of the window, then click the "Edit" button and then click the "Delete" option. Click "Yes" to confirm the deletion.
4 Click the "LowerFilters" key, then select the "Edit" button and choose the "Delete" option again. Click confirm the deletion.
5 Close the Registry Editor window and restart the computer to finish applying the settings that should fix the Code 19 error.
The Code 19 registry error is caused by a system hardware failure. The failure occurs because the computer is trying to use two drivers for the same device on the computer. When you try to boot your computer, you will get a Code 19 error message that will lock you out of the computer. You can resolve this error by using the Safe Mode option
Instructions
1. Start your computer and then press the "F8" key while it is starting up. This will take you to the "Advanced Boot Options" menu. Scroll down to the "Safe Mode" option with the arrow keys on your keyboard.
2 Press the "Enter" key and wait for the computer to boot into Safe Mode. This should take about 45 seconds to complete. Click the "Start" button when the computer has booted and then click the "Run" box.
3 Type "Regedit" into the run box and press the "Enter" button. This will start your registry checker tool. Wait for the registry checker tool to complete the scan. This should take about one to five minutes to complete. When the scan has completed, you will be prompted to restart your system.
4 Click the "Restart" button when prompted to restart your computer. The computer will restart as normal and the Code 19 error will be fixed.

Remove the data cable from the back of the monitor check what message its giving ? If it shows some message like No VGA cable etc.. it means the monitor is fine. Checked the computer in safe boot It could be windows issue
if this is the case, first thing you will have to do is check if the camera is still recognized on your computers device manager wether it is an unknown device or the device itself is show with an error message or a symbol beside it. ir the error code is not code 1 then you may just uininstall it, restart the computer and then reinstall it with the drivers dell gave you (you may also download it from the link below)
now if it is error code 1, please contact dell and report the issue.
