Sounds like a wire or plug got disconnected while changing the headlight out, the harness that connects to the clutch safety switch, the one that lets the ignition fire when cranking only when the clutch is pulled in. A safety feature so you don't dump the bike if you crank it while in gear.
If the neutral light is not on, try pulling in the clutch and cranking the bike. Also check the kill switch on the bike, that will also keep it from cranking although that should not affect the neutral indicator. If the neutral indicator isn't working you may have to get into the transmission to repair it.
