I have a new ignition relay replaced. The engine turns over, there is a spark, but no petrol is coming through. There is no audioable whining from the petrol pump, have checked cable and relay but they are ok,i hope i do not have to replace the pump. Please advise

if not crank spin, he starter solenoid is bad. or flywheel teeth stripped.
the actual engine crank shaft must spin or there will be no spark
nor fueling!

or distributor or a wreck cap bad or rotor or both. new spark wires here,not 28 year old wires HV,cap ,rotor or spark plugs here

Is the engine turning over with the key in the start position? If the engine is not spinning over and you hear a whining noise, the starter is not engaging the flywheel. If the engine is turning over with the starter engaged, the engine has most likely jumped time that creates low or no compression which results in the whining noise.

This is where it would be nice to plug it into a code reader, but lets go over some probabilities. Did you check to see if the immobiliser is active ? Fuse 28 (fuel) and 29 (ignition) are fed by the same ECU output. Check them. Fuel pump relay is #208 .Check. Also, the Passat has a strange quirk, where it has 2 temp sensors. The ECU checks both and if there is a discrepancy, it wont start. Start with this and good luck.

Turn your key to "ON" or "RUN" position. You should hear a whine coming from the rear of your car for a couple of seconds then stop.. That is the fuel pump priming your fuel delivery system. After you start your car, you should continue to hear the whine, but not as loud. That is your fuel pump delivering fuel to your engine. If you don't hear a whine then check all connections, fuses, relays related to your fuel delivery system.. If you hear the whine for prime, then check your fuel rail(s) for pressure. If you have pressure, then it is likely a Spark or an Air problem. Do you have any check engine warning lights on? If so, take to autozone (or similar) and they can check the error codes (DTCs - Diagnostic Trouble Codes) and print them out for you to work on.

You don't say what engine it is. First does the spark plug smell of petrol? Does it spark? Take it out and hold it by the plastic cap against the engine casing and turn the engine over (with ignition on) - you should see it spark. If not, check your ignition system.
If it sparks: check compression, a thumb over the plug hole and you should feel the pressure as you turn the engine over.
If that's OK and its a four stroke engine, you need to check that the valves are opening OK. Take off the rocker covers and turn the engine over. If that's OK I'm afraid I'm out of ideas!

Find fuel test valve in fuel rail on top of engine. Take cap off valve. Turn key on. Push down valve with screw driver. fuel should squirt out. If not check fuse fuel pressure relay and bad wires. If fuel does come out, remove a spark plug from engine. Connect plug wire to plug. Ground plug against engine. Crank over engine and look for spark.

Do the ignition lights come on when you turn the key? Battery connected/Charged
Has your red kill switch on the handlebar been knocked off?
Does the starter motor turn when you press the starter button? Battery connection/charge
Does the fuel pump relay click/or fuel pump make a whirring noise when the ignition is switched on? Battery connection prob/poor earth/fault on fuel pump relay
If when the starter button is pressed the it just clicks - battery needs charging.
Has it got enough fuel in it?
Is the fuel tap turned on?

I could go on but it would be easier if you could describe what happens when you try to start it.

Basically, it needs petrol to burn and electric to make the engine turn whilst making a spark to burn the petrol.

Have you any friends that could help you? Are you in a group of bikers/friends who you could ask?
