My zx6r only does about 8-9000 rpms i replaced the spark plugs and the air filter but its still doing the same thing, my gears are short and i have to shift at about 5-6000 rpm and it takes me all the way to six gear to hit 90mph and wont really go any faster than that also when im riding the throttle feels like it wants to cut out

Also sound like secondary fuel injectors not opening fully, and air leaks inbetween intake boots and head. Start bike and let idle Use non-chlorinated brake cleaner spray small squirt on each intake boot find the leak when the bike idles up there is a leak. You can't properly sync multiple carbs if there is even one vacuum or intake leak. Take out spark plugs keep them in their own same cylinders. Read the plugs what do they tell you. Google how to read a spark plug.

purchase a can of Seafoamfrom Autozone$10 pour in 1/3 can to two gallons gas get on it right away and get it to speed a few times...it took me 10 miles before my hesitation problem went away. did you check or replace your plugs yet? plugs are only good for about 7/8000 miles.
see if all of the spark plug wires are attached, if so the replace the spark plugs, if not that then replace the spark plug wires, and last replace the distribution cap
