The brake lever IS the hydraulic reservoir. I wouldn't want to try replacing it since it requires a lot of dissembling of other components to get to the lever and brake lines.
If it is stuck, the lever may have corrosion and need some oil on the lever by the brake. Be careful not to get any oil on the brake pad or the parking brake will not work very well. After a little oil work the brake back and forth until it moves freely. Scooter Doctor App
5 flash code is the electro magnetic Brake. This is referring to the brake on the motor that can be released by the freewheel lever.
1. place the freewheel lever into the free wheel position. Ensure the scooter is in free wheel and move the scooter forwards and backwards a few times.
2. Place the freewheel lever in drive position, push on scooter to ensure it is in drive and does not move. Turn on key and press the throttle. If you have the same code again, call a technician to check the brake, chances are it needs replaced.
There is a parking brake lever at the back, but if you're talking about stopping the scooter while riding it, there are no separate brakes.

Sounds like your brake freewheel lever is in the wrong position. Try working the yellow handle lever in the rear of the scooter to the locked, brake engaged position. Turn off the scooter and turn it on again to clear the error code beep.

According to the invacare website, you have a Dynamic Rhino main control box fitted to this scooter. 5 flashes would mean a brake fault. There is usually a small switch located on the brake (which is fitted to the end of the motor). The switch is operated by a lever fitted on the brake. These are sometimes at fault and changing this switch may cure your problem. You mention that you cannot freewheel the scooter. Is there an electronic freewheel on these or a lever as mentioned above? If its a lever, and you still cannot move the scooter, the brake will have seized and will require replacement. If its electronic, the fault would almost certainly be with the wiring or freewheel switch. As with most scooter problems, they can be difficult to diagnose without seeing them, but hopefully I have pointed you in the right direction. Your brake my be locked up due to corrosion . Take scooter and tilt it up so you can see under it and take spraw lube and spray where the lever goes into the brake assy then work up down or back and forth and it should lossen up
